This mod allows for large pedestrian crowds and removes crucial limitations from the Rockstar Advanced Game Engine.
As of december 9th 2025, the mod is fully standalone and does not require any other files (like gameconfig.xml) to be configured. Just drag the mod into the main folder and you are set!
------ Overview -------
The mod provides full customization of the following features of GTA5's Engine:
- Main Heap Size
- Resource Heap Size
- Pool Heap Size
- Ped Memory Budget
- Vehicle Memory Budget
- Ambient Ped Amount
- Scenario Ped Amount
- Ambient Vehicle Amount
- Parked Vehicle Amount
XtremeTool allows you to assign an unlimited amount of RAM to each Heap.
In addition, a variety of limitations have been removed from the game which prevented large crowds to spawn.
The mod was developed and tested for the latest GTA5 Enhanced version on steam (07 Dec 2025).
It is recommended to have at least 8-16 GB of RAM and 4 GB of VRAM installed. If you run into performance issues, try lowering the spawn parameters in the XtremeTool.ini config file.
# Prerequisites #
- ScripthookV Enhanced
# Installation #
- Put the XtremeTool.asi and XtremeTool.ini into the main folder of the game
- Done!

Update 1.1 Changelog:
You do not need any external file changes anymore (gameconfig.xml or popcycle.dat) and can directly configure all parameters in the XtremeTool.ini file.
If you are upgrading from version 1.0, make sure to copy the new .ASI and .ini file into the main directory of the game. You can now safely remove the old gameconfig.xml and popcycle.dat from the onigiri folder.
This looks extremely promising. Hopefully a legacy version is indeed possible
Can you upload source code too?
My game is the latest version of Steam and I haven't installed any other mods, but the game closes shortly after opening. ScriptHook V Enhanced is installed, which is why.My computer 16gb ram Nvidia 4060 ti 16gb vram...
@gtav-fan Check the XtremeTool.log file for possible errors. You can also try to lower the memory values in the XtremeTool.ini configuration file.
I did what you said but the game did not open with this update

The game does not open with the original files, but it does not open with NVE files either. ScripthookV Enhanced is installed.
@gtav-fan Based on the log file it seems that everything was loaded and modified correctly. That means there is another issue preventing your game from launching. Do you have a lot of other mods installed? You might also want to try to lower the memory values a little bit.
@-Vegas- is 32 gb cpu vram good for this mod?
it works for legacy
@Ramusa8_ca nice
This looks pretty neat. It certainly adds life to GTA V.
Unfortunately for me, this mod doesn't work correctly. I'm on the latest Steam version of GTA V Enhanced.
I dropped the .asi and .ini into my game. The traffic and parked cars seemed more dense, and the peds seemed the same as vanilla. The main issue is that the game crashes after 30 seconds of gameplay.
My game is pretty much stock, aside from a few scripts.
Quick update. I changed this in the INI and my game has less crashing, but still has crashing.
SKIP_PEDS_PATHFIND_PASS=0
Of course, there aren't any large crowds, but it seems the crashing is gone.
Also I had a few ideas with the mod.
1. Add an option so the SKIP_PEDS_PATHFIND_PASS relies on the footpath mall flag that navmeshes have in the touristy areas like Del Pero Pier. I forget the exact name of the flag, but this would make it so you get large crowds in certain areas of the map, but not everywhere.
2. For population density, it would be sweet to have a way to better control the density. Some areas should be packed, while others should feel more like regular GTA V. I know this would require popcycle adjusting as you'd have to account for the increased density. But ideally, you'd have touristy areas be a lot more crowded, neighborhoods be quieter, the countryside would be pretty empty with only a few cars, etc. You could also jack up the vehicle density in the city at 8 AM and 5 PM on weekdays. The freeways would be clogged, but it'd be calmer at other times.
Another blessing for Enhanced version. Legacy should have this too
@nkjellman When you say your game crashes after 30 seconds of gameplay, do you see a large crowd forming in those 30 seconds? The only time I've ever encountered this issue is when the ped pool is set to be above 256 and the game starts spawning amounts close to that limit. So if any script or mod that you have installed (or a modified gameconfig.xml) sets the ped pool higher than that, it might just be the reason for that crash.
As for the area-based population density I would probably have to add a custom multiplier for each area (since I want to avoid any popcycle.dat file changes directly so the user can use whatever file he wants to). I will take that into consideration for a future update.
@Daddynnoob I will wait for after today's update of GTA5 (in case it changes something critical) and then start working on a legacy version.
@Neuromance Realistically even 8 GB RAM would be enough for it to handle large crowds. However if you crank up the vehicles too much in combination with NVE and raytracing, it might lag out the game simply due to the increased CPU and GPU load.
@-Vegas- Bless you
@_CP_ could you release the source code for SSLA? I'd like to port it to Enhanced, and that would make things much faster.
@-Vegas- so this doesn't extend the ped pool size? Not sure what more should be done to actually be able to spawn more than the 256 limit, as people reported not being able to, despite increasing it in the gameconfig. Might be worth looking into
@Chiheb-Bacha It does not increase the ped pool size but rather removes limitations that would have never let the game reach a high number like 256 anyways.
If you set the ped pool to over 256 in a vanilla installation, the game would crash during the pool allocation (during the loading screen). However my mod adjusts the pool heap (a sub-heap of the main heap) which lets you start and load the game successfully with any ped pool size (e.g 512). But once the game starts spawning any peds > ~256 (actually 268), it will crash due to a variety of reasons. One of them being that the task pool is hardcoded for 268 peds. I could lift that limit in the future as well but it doesn't really seem necessary as there are enough peds to fill out any area with the current values.
