You need to download MapEditor https://www.gta5-mods.com/scripts/map-editor
After that you put the custom2.xml into your GTA main folder
Launch the game, press F7 and click on load map.
Type in Custom2 and you are done
It is located at the Airport

@reditec As you can see on the pictures, it ads Illegal customs at Sandy Shores. Its a custom build shop to explore and to do what ever you like
@Meepler1 one screenshot doesnt show anything but the building... not much to go on with just that one
@Quakex64 I find the screenshots pretty self explanatory. One picture is of a gas station with a garage and the other one is inside of the building and people are working on the cars.
