@Zviux I suspect that there was an update with zmodeler3 that allows you to paint weights onto a mesh that gives it a "flag-like" property. My only basis for this is seeing how flags in the game are handled physics-wise and making the assumption that they're operating with the same algorithm.
@gtavjamal I think it has to do with how many components are using 2k textures. I reduced them all by half and the model seems to load in fine. Also the ini files go in the Batman scripts folder under 'Suits". If you're not using the Batman mod with these, then you don't have to worry.

Very nice! I've come around to Arkham City being my favorite Batman ped model pretty much ever.
I do kinda miss how much the old model's cape kinda flowed so naturally, but I understand that this new method avoids bugs happening more often.
