He's the NSA's most feared and revered agent, the spymaster for Fourth Echelon and formerly a part of Third Echelon. But somehow he decided to just muck around and troll the living daylights out of the police in Los Santos.
Installation instructions:
Using OpenIV, copy the ig_samfisher folder along with the ig_samfisher.yft and ymt files to peds.rpf in mods\update\x64\dlcpacks\addonpeds\dlc.rpf\peds.rpf. This assumes that you already have Addon Peds as well as the required scripts set up.
Alternatively if you want to replace a cutscene ped, rename the ig_samfisher folder as well as its respective yft and ymt files to let's say cs_lamardavis in case you want to have Sam stand in for Lamar and roast the living daylights out of poor Franklin, or you could do it the easy way by following this tutorial: https://www.youtube.com/watch?v=8dFWnjDvQTQ
