I was able to fix it. The way that the files were structured were a complete and utter mess. I highly suggest downloading this template ( https://www.gta5-mods.com/misc/fivem-port-template ) and reading this guide ( https://forums.gta5-mods.com/topic/32346/porting-fivem-mods-to-sp ) for anyone else wanting to fix and properly install this mod.

My rating has been updated to reflect this. I wish it would work out of the box.

Edit: I wont distribute the fixed version as I did not ask nor receive permission from the mod creator to do so, and as a result, I will keep my fixed version private. Please follow the above guides if you intend to fix it for yourself. Cheers

@Patoche Just another submission on the site with a half-assed SP version that doesn't even work and it takes a user to explain in the comments just how lazy the coding is for it, provide instructions and the creator doesn't even care to let that user upload a fixed version. Swear anything by this guy just gets thrown onto the site without a second thought

@Patoche Look, I can tell English isn't your first language, but I want to be clear on this. Putting a file in dlcpacks and adding the entry to dlclist.xml isn't rocket science. That is not the issue here. I can read your instructions just fine. Mind you, I disabled MP Maps and gave this a clean install too on the latest GTA Steam version. Not only does nothing load, your file actually loads in the area's LOD model. Thanks for that I guess. Meanwhile Xire is over here trying to piece this thing together to get it to work when nobody should have to fix anyone's mod after release https://i.imgur.com/laBAoFz.png But whatever. And don't mention me in the comments. I had my name changed on the mod site and as a result my profile page doesn't load and I don't get tagged/notified of any replies.

If you don't like my FREE work don't download it on the futur :)
